The Impact and Countermeasures of the New Generation of Artificial Intelligence on Employment in China

Abstract
In recent years, the emergence of a series of general-purpose AI technologies represented by generative artificial intelligence has marked the birth of a new generation of AI. Intelligent robots integrated with AI are rapidly proliferating and being applied across China, bringing significant uncertainties to the labor employment market. Compared with previous AI technologies, the new generation of artificial intelligence not only intensifies the employment substitution effect but also expands the employment synergy effect and employment creation effect. Although in the long term, the widespread application of AI across various sectors of China's national economy holds promising prospects—such as enhancing enterprise production efficiency, driving corporate digital and green low-carbon transformation, and mitigating the adverse impacts of accelerated aging and rapidly rising labor costs—we must still actively seek countermeasures to reduce its employment substitution effect while strengthening its employment synergy and creation effects.We should vigorously develop the new-generation AI industry to fully unleash its tremendous employment creation potential. Concurrently, it is crucial to properly guide the development direction of new-generation AI technologies. While addressing labor demands in shortage-stricken positions, efforts should focus on enhancing their employment synergy effects. Additionally, establishing an education and training system oriented towards new-generation AI is necessary to adapt to the talent demands of the new era and alleviate its employment substitution effects. Furthermore, improving the social security system to mitigate the social impacts of employment transformation also constitutes an essential component of this endeavor.
