Legal Issues on Disaster Alert System in Thailand

Abstract
This study aims to explore legal issues on Thai disaster alert system which are intricate, especially considering recent developments in emergency communication technologies. The Thai government is establishing a comprehensive alarm system, incorporating a Cell Broadcast Service (CBS) and SMS notifications, to enhance public safety during natural catastrophes. Nonetheless, issues remain concerning the legal framework for disaster management, specifically the Disaster Prevention and Mitigation Act B.E. 2550 (2007), which delineates roles and responsibilities but lacks clarity in inter-agency cooperation and accountability. The introduction of these new alert systems prompts apprehensions over data privacy, the precision of information distribution, and the legal ramifications of erroneous alarms. The efficacy of these systems depends on cooperation among several governmental agencies and the private sector, which have historically encountered problems of overlapping roles and inadequate community engagement. As Thailand improves its disaster alert systems, it is essential to tackle these legal difficulties to guarantee prompt and efficient communication that can preserve lives and mitigate property damage during calamities.
