A Study of Successful School Principals Based on Professional Development and Standards

Abstract
In Taiwan, we have not established a national system for school principals’ professional development and Standards yet. However, there are pre-service training programs for principals offered by National Academy for Educational Research (NAER) in cooperation with local educational authorities, in addition to Centers for School Principals within universities. Due to lack of principals’ professional development and Standards in Taiwan as indicated previously, it is helpful to review and understand the systems of principals’ development and standards established in the countries such as the United Kingdom, the USA, Canada, and Australia so as to establish principals’ standards in Taiwan. The purpose of this study is to establish principals’ professional development and standards meeting both the international trends and local needs. For the purpose of this study, the method of Fuzzy Delphi was adopted as the method for this study, and a panel of 25 experts was invited to help the design of a program of professional development for primary school and junior high school principals. The principals' professional development and standards for Taiwan are developed from the findings of the above combined methods in the study.
