Analysis Policy Implementation Of The Business Of Credit Scheme To SME In The Jakarta

Abstract
This study aims to find the factors that affect the implementation of KUR. discover the impact of the implementation of KUR to SMEs, and the Implementing Bank Guarantee institutions, in order to formulate a draft system KUR Effective implementation of the SME Bank Executor and Insurance Agency. The research method is done through a systems approach. The systems approach is realized by conducting policy analysis in advance of the regulations associated with KUR. KUR including the execution procedures in two banks executing such as Bank BRI and Bank BNI in South Jakarta area. Data analysis technique using the method of Analytic Hierarchy Process (AHP) to determine the priority level of the factors that affect the distribution of KUR. Results of the study summed channeling bank loans to SMEs were more absorbed for consumption when compared to investment and working capital Slowing KUR closely related to some provisions in the policy KUR that hinder the implementation of KUR by banks, required some changes in the provisions of the policy (MOU, SOP, and FMD) to be more flexible. In general the program People's Business Credit (KUR) had a positive impact on the entire debtor SMEs that have received test results AHP found elements are dominant in determining the success of the performance of the KUR program, namely: the prospect of borrowers, resource policy banks, the Committee's policy KUR and conditions external environment.
