Paper Title
Using Servqual to Evaluate Financial Support Mechanism of SMES and Farmers in TOKAT

Abstract
Current SME structure in Turkey and scarce resources makes it inevitable to thoroughly analyze the candidate firms and allocate these resources fairly among them. The questions of which SMEs and farmers should be supported, how much support and what priorities the candidates need, which credits/grants provide added value, and which actions must be taken to provide legal support under Turkish legislations and regulations should all be answered without any doubt to sustain growth and entrepreneurship of SMEs and farmers. In this study, we present the results of a survey to evaluate the financial support of governmental authorities and banks using SERVQUAL scale in five dimensions. We bring SMEs and farmers together to provide a common sense towards supporting activities; we regard the financial support as a service provided by governmental authorities, and seek to improve this service in a customer-provider system of interest. We show there is a lack of empathy and efficient communication between support-seekers, KOSGEB, and commercial banks. Keywords - Financial support, SME credits and grants, SERVQUAL, KOSGEB
